Since August 1998, Heather Miller has been Assistant Director for Technical Services and Systems in the University Libraries at the State University of New York at Albany. Prior to this she served at SUNY Albany as Head of the Acquisitions Department after a brief stint as a cataloger, having arrived at SUNY Albany in 1983 as a cataloger.

Previous employment includes Head Librarian, Massachusetts Horticultural Society and positions in technical services operations in the libraries of Harvard, Duke and Michigan State universities, mostly focused on cataloging. Her M.A.L.S. is from the University of Michigan. She also has an M.A. in linguistics from the University of North Carolina at Chapel Hill.

She is the author of Managing Acquisitions and Vendor Relations: A How-To-Do-It Manual, a number of articles in a variety of professional journals, and over 30 book reviews. She has given presentations both in-house and to national and local groups and has served as a director of the Charleston Conference since 1997, having chaired its Conference Evaluation Committee from 1992-2000.
