| Description: | Report of the committee on colleges, academies and common schools, in regard to the distribution of the Literature Fund, and the establishment of a Normal School to educate Teachers of Common Schools, to the New York State Assembly. The report covers legislation regarding educational budgets and expenditures and offers an historical overview of how monies were distributed for both schools and libraries. It also provides pupil attendance figures and a comparison of tuition fees and teachers' salaries. It argues aid from the State is imperative in order to allow all children, regardless of means, to be educated. Union College is presented as an example of an accessible institution. The discussion of "The Education of Common School Teachers" begins on page 22. This part of the report argues for the State to provide for teachers' education and for their provision in the State's common schools. The document is 40 pages in length.
