Wenzl served as the 19th president of the Civil Service Employees Association (CSEA) from 1967 until 1977. Wenzl navigated the uion through a period of change following passage of the Taylor Law. During Wenzl's tenure CSEA negotiated its first state contract and undertook the complex task of signing up thousands of state and local government workers who for the first time had collective bargaining rights under the Taylor Law. A 1975 cartoon by renowned Albany Times Union political cartoonist Hy Rosen,'Over my Dead Body!', depicting CSEA President Ted Wenzl's (1967-77) determination to fight Gov. Hugh Carey's proposed state cutbacks that year. Ted Wenzl is in a box labled  on the side as 'State Workers Payroll' and on the top 'CSEA Wenzl the Great'. Wenzl is being sawed in half by Gov. Hugh Carey with a saw labeled as 'FIRINGS'. The original document (autographed by the cartoonist; inscription reads 'To Ted Best Wishes, Hy Rosen '75'.) was donated to CSEA by Wenzl's son Thurman Wenzl in June 2006.
