Helen Quirini is a lifelong resident of Schenectady, New York known for her dedication to the causes of organized labor, social justice, and local activism. Throughout her life she has assisted and directed a large and varied number of community organizations for progressive causes. While she has been focused primarily on the Capital Region, that has not stopped her from involvement in national causes, such as pushing for the repeal of the Catastrophic Coverage Act of 1988, attending the 1963 March on Washington for Jobs and Freedom, or demanding changes in the management of General Electric.

Quirini began working for General Electric's Schenectady plant on April 1, 1941 at the age of twenty-one, doing piece work in the factory. Her goal was to save enough money for college, but her plan was interrupted by the advent of WWII. Quirini decided to continue working through the war as a service to her country. By the end of the war she had established a pattern of union leadership and community activism that continued throughout her life. At GE she joined the Athletic Board, advocated for equal treatment for women workers, organized drives for the local Red Cross, and joined IUE Local 301.

When Quirini retired in 1980, she continued her activism, particularly for the rights and benefits of retirees and community causes in Schenectady County. She has been a member or director of a wide variety of civic and labor organizations, including: IUE Local 301, General Electric Retirees for Justice, Refreshing Springs Day Care, Human Rights Commission, YWCA of Schenectady, Better Neighborhoods Inc., Schenectady Council of Senior Citizens, Schenectady Day Care Council, New York StateWide Senior Action Council, Health Services Agency of Northeastern New York, Schenectady County Committee on Health Care Issues, American Association of Retired Persons Chapter 490, and Citizens for Preservation and Revitalization. In the 1990s she became well known for her attempts to win greater benefits for GE retirees through advocacy and her annual speech at the GE shareholders meeting.[1]

Ms. Quirini was extensively interviewed by the Schenectady General Electric in the 20th Century Project in the 1990s and different periods of her life have been documented in articles and student research papers, many of which are available in the collection.

The Helen Quirini Papers are in the process of being organized with updates published online as they become available. Approximately 25 cubic feet of material has been accessioned by the Department of Special Collections and Archives, but is not yet arranged and described in this finding aid. Additional material is also held by the donor. The unprocessed material relates to a variety of topics, including General Electric, Local 301, retiree rights and benefits, health care and human services, senior citizens, day care, revitalization and development in Schenectady, and other topics. When available, draft inventories of these materials are listed in this finding aid. Researchers are encouraged to contact a member of the M.E. Grenander Department of Special Collections and Archives staff for assistance to ensure that all material related to their research are accessible.

The Helen Quirini papers contain the internal documents generated by the large number of labor and activist organizations that she has been a member of. These consist of meeting agendas and minutes, official reports, publications, memorandum and correspondence both personal and official. In addition, there are a wealth of items collected by Helen on the issues that surround the organizations, including news clippings, pamphlets, leaflets, speeches, conference materials, government reports, fliers and posters. The documents were originally organized only by rough category, and these categories have been preserved as series and sub-series despite some overlap. In many cases, multiple documents in a category were enveloped without any explanation of their relation. These have been kept intact and are simply dated and described in the folder lists.

The first series of the collection contains selections of Helen Quirini’s correspondence and writings as well as materials relating to Quirnin’s numerous awards that are of primarily biographical interest. The second through fifth series deal with Quirini’s 39 years as an employee of General Electric’s Schenectady Plant and her resulting involvement with organized labor. The second series deals with this directly with her involvement with IUE Local 301 in which she served as shop steward, executive board member, recording secretary, and treasurer. The series contains the working papers of the union as well as some of the related side projects, like the Capital Region Private Industry Council, that Quirini was involved with. The third series deals with the specific issue of women’s rights and representation in the workplace and the union. In addition to the statistic’s for the GE plant, it contains a variety of conference materials, information on the Equal Rights Amendment and issues of the Coalition of Labor Union Women (CLUW) newsletter. The fourth series contains a more expansive selection of labor newsletters and newspapers. The fifth series contains a variety of document related directly to General Electric and the Schenectady plant itself.

The final series is the largest, composed of documents collected by Quirini during her involvement in a large number of community and grassroots organizations. These organizations are primarily based in Schenectady county or local branches of national organizations. This series is broken into eight sub-series, each composed of documents relating to a single issue, group of related issues or organization. Many of the documents are working papers various organizations, such as minutes, reports, internal correspondence and meeting agendas. Also included are the publications of the organizations, often in the form of fact sheets, fliers and leaflets. The rest of the documents are usually news clippings, magazine articles, reports and publications from related groups and materials from relevant conferences collected by Helen Quirini. There is a degree of overlap within this series as some issues span several categories. Medicare for example, which can be considered a senior citizen issue and a health care issues.

The first sub-series deals with issues falling under the broad term Human Rights, with primary emphasis on civil rights and racial discrimination. The documents in this sub-series were primarily generated during Quirini’s time with the Schenectady County Human Rights Commission, but also include materials related to the Commemoration of Dr. Martin Luther King and the progressive March 19th Coalition. The second sub-series focuses on the Schenectady branch of the YWCA, which Quirini joined as part of the Industrial Girl’s Club in 1943. The third sub-series is comprised of papers related the child day care with a focus on Schenectady county, much of it from Quirini’s time as president of the Schenectady Child Day Care Council. The fourth sub-series covers a broad range of issues under the heading of Housing and Consumer rights. Many of the documents related to consumer issues deal with energy rates, and specifically with the Niagara-Mohawk as Quirini was a member of their Consumer Advisory Council on Energy Affairs.

The fifth sub-series contains the documents related to a number of senior citizen issues, including pensions, health care, Medicare and social security. Quirini worked with the Local 301 IUE-AFL-CIO Retirees Council, the Schenectady branch of AARP and the Schenectady County Council of Senior Citizens Organizations, as well as the New York StateWide Senior Action Council. Large sections deal with protest against the 1983 Catastrophic Coverage act, sometimes referred to at the “Catastrophic Mistake,” and the inequities in social security payments for seniors of a certain age called the Social Security “Notch.” The sixth sub-series contains the working documents of the Schenectady Friends of Human Services organizations and the Human Services Planning Council. The seventh sub-series contains documents from the local United Way. The final sub-series deals with health care organizations such as the Health Systems Agency of Northeastern New York and the Schenectady County Committee on Health Care Issues in which Quirini served as a member.

Related collections in the M.E. Grenander Department of Special Collections and Archives include the records of IUE-CWA Local 301 (APAP-023), Associated Industries of New York State, Inc. (APAP-043) , and the New York StateWide Senior Action Council (APAP-111) . Issues of the newspapers of Local 301 are available in microfilm, paper, and electronic format in the records of IUE-CWA Local 301 (APAP-023) including special Local 301 publications from the 1966 and 1969 strikes. The Department also holds General Electric Schenectady Works News for the period January 1917 through December 22, 1960 on nine reels of microfilm.

Series Description

Series 1: Autobiographical, Writings, and Personal, 1940-1991, .95 cubic ft.

This series contains the personal correspondence, writings and speech texts written by Helen Quirini outside the scope the many organizations she has been a part of. Many of the documents have were used in the production of the biographical articles and research papers about Helen. Of interest are a number of documents relating to awards received for community activism and the scrapbooks produced for such awards. These items frequently list Quirini’s accomplishments and give an overview of her advocacy. Also of interest are the posters and advertisements for the Brother and Sister Cash Market mentioned in her online biography, one of the few appearances of her brother Karl in the collection.

Series 2: Work, Union, and Politics, 1940-1993, 7 cubic ft.

Boxes 1-10 of this series were processed as part of the Schenectady General Electric in the Twentieth Century Project in 2001. Boxes 11-12 were arranged and described in 2005. These two boxes consist of documents related to the Private Industry Council of the Capital Region Service Delivery Region, later known as the Capital Region Private Industry Council (Capital Region PIC), and its duties under the Job Training Partnership Act (JTPA) of 1982. Its function was to provide employment and training for displaced or underprivileged job seekers and to provide research and job-ready employees to private industry. It oversaw the distribution of funds through the JTPA and sponsored recruitment, training, and placement programs for the economically disadvantaged. It brought together local business leaders from Albany, Schenectady, and Rensselaer counties in addition to representatives from organized labor and local education, welfare, and development agencies. It continued until the JTPA was replaced by the Workforce Investment Act of 1998. Helen Quirini was a labor representative to the Schenectady branch of the Capital Region PIC, a position whose responsibilities and powers were parliamentary. She spoke on behalf of the local unions at meetings and provided input on decisions from a labor perspective. This sub-series contains the internal documents of the Capital Region and Schenectady County PIC, including meeting minutes, proposals, memorandums and correspondence, as well as documents relating directly to the JTPA legislation.

Series 3: Women and Work, 1941-1999, 2.3 cubic ft.

Since she noticed a lack of female representatives on the board of General Electric’s Athletic Association, Quirini has been advocating equal pay and equal representation in the workplace for women workers. Beginning this series are the notes, policies and statistical breakdowns of women’s pay and place in the General Electric plant. Following are a variety of publications on the rights of working women and materials from a series of IUE conferences on the protection of women’s rights as well as documents relating to the Coalition of Labor Union Women (CLUW) which includes a collection of CLUW newsletters.

Series 4: Labor Newspapers, 1917-1990, 9 reels, cubic ft.

Series 5: General Electric, 1919-1990, 1.8 cubic ft.

Series five includes materials pertaining to General Electric (GE), the General Electric plant in Schenectady, and Schenectady in general. Much of it is comprised of GE publications such as rulebooks, newsletters and annual reports. Additionally, there are a variety of news clippings and articles colleted by Quirini dealing with General Electric, CEO Jack Welch, and the relationship between General Electric and the city of Schenectady.

Series 6: Community Activism, 1928-2001, Arranged by subseries.

This series is comprised of a variety of records collected by Quirini that document her involvement in numerous issues and community organizations. The material in this series includes minutes; agendas; financial information; memos; news clippings and articles; reports; correspondence; newsletters, magazines and other publications; notes; pamphlets and brochures; conference materials; fact sheets, and related material. Much of the material dates from 1980 (the year Quirini retired from General Electric) to the present, although records from the 1950s-1970s are included as well. Only a few items (mostly news clippings) are included which pre-date the 1940s. Prominent topics include: Schenectady County Human Rights Commission, Schenectady YWCA, Better Neighborhoods Inc., Schenectady Day Care Council, Local 301 IUE-AFL-CIO Retirees Council, pension rights, New York StateWide Senior Action Council, Schenectady County Council of Senior Citizens Organizations, Schenectady County Chapter #490 of American Association of Retired Persons (AARP), United Way, Human Services Planning Council, Schenectady downtown redevelopment including organizations such as Metroplex, Citizens for Preservation and Revitalization, Schenectady Heritage Foundation, and others. See also the Brief Inventory of Accessions Received, 2003-ongoing, for additional issues and organizations of interest to Quirini.

Subseries 1: Human Rights, 1949-1992, 3.3 cubic ft.

This subseries primarily covers Helen Quirini’s work on the issue of civil rights and materials collected by Quirini on the topic of racial discrimination. It is extended to cover a variety of causes under the heading of human rights, such as her work with the progressive March 19 th coalition. The majority of the subseries is comprised of papers generated by the Schenectady County Human Rights Commission and materials related to the commemoration of Dr. Martin Luther King, Jr.

Subseries 2: YWCA, 1928-1999, 3 cubic ft.

Helen Quirini joined the Schenectady YWCA in 1943 and became one of its strongest advocates. She went on to serve on the board of directors and was elected president in 1979.

Subseries 3: Day Care, 1953-1999, 2.6 cubic ft., Arranged chronologically.

This sub-series contains a wide variety of materials collected by Helen Quirini in her work promoting child day care in Schenectady County. Much of the material relates to her time as president of the Schenectady Day Care Council and includes correspondence, minutes and reports from the organization. The remainder are materials pertaining to child day care in general, including legislative and executive committee reports, child care pamphlets, day care leaflets and news clippings. Boxes one and two of this sub-series were processed in 2001. Boxes three and four, from a later accession, were processed in 2005.

Subseries 4: Housing and Consumer Rights, 1969-1998, 1 cubic ft.

This subseries covers a broad range of issues and includes papers from several organization dealing with housing equality, such as Better Neighborhoods, INC., and the Housing Advocates. However, it is primarily composed of materials from Niagara-Mohawk’s Consumer Advisory Council on Energy Affairs. This organization, of which Helen Quirini was a member, acted as the voice of the consumer to the management of the Niagara-Mohawk electric company. This subseries contains some of the council’s reports and working papers, as well as a variety of news clippings, publications and pamphlets speaking to the issue of energy prices and energy conservation.

Subseries 5: Senior Citizens, 1946-2002, 3.40 cubic ft.

The Senior Citizens sub-series is mainly comprised of papers collected by Helen Quirini after her retirement that deal with senior issues such as pensions, health care for the aging, social security and Medicare. It contains materials from the New York State Governor's and the White House’s Conferences on Aging that Quirini attended. It also contains working papers from some of the retirees organizations that she has worked with: Local 301 IUE-AFL-CIO Retirees Council, Schenectady County Council of Senior Citizens Organizations and the local wing of the AARP. The second half of the sub-series contains materials generated during the campaigns to repeal the Catastrophic Coverage Act of 1983 and fix the inequalities in the Social Security system know as the Social Security “Notch”as well as material gathered during Quirini's membership in the New York StateWide Senior Action Council. The material covering the Catastrophic Coverage Act, sometime referred to as the “Catastrophic Mistake,” is extensive and includes the “Golden Booklet,” a popular pamphlet on the subject that Quirini wrote and distributed.

Subseries 6: Human Services, 1970-2000, 2 cubic ft.

Subseries 7: United Way, 1968-1995, 1.3 cubic ft.

Subseries 8: Health Care, 1972-1996, 3.6 cubic ft.

This sub-series is composed of materials produced and collected by Helen Quirini during her work with a number of organizations on the issues of health care and health care reform. One organization documented in this sub-series is the Health Systems Agency of Northeastern New York (HSA/NENY). Established by Congress during the Ford administration, HSA/NENY was one of eight agencies in New York created to control rising health care costs. The materials for HSA/NENY were frequently shipped in bundles in preparation for upcoming meetings and much of the material in this sub-series has been maintained in that order. Other organizations documented in the subseries include the Schenectady County Committee on Health Care Issues, an advocacy organization for quality regional health care, and the Health Care Action Line, a help line started to assist people with questions about health care in reaching trained volunteers.
