The University Libraries began as a textbook collection in the New York State Normal School, which opened in 1844.  Within three months of its opening, the school had acquired its first set of textbooks, and in 1845 a student was appointed as the first librarian.  While the important decisions regarding collection development were made by the faculty, the library continued to be run by students under the direction of the principal of the school until 1849 when a faculty member was hired as librarian.

Although the library's collection would remain relatively small until the 1960s (partly because it was felt that the nearby New York State Library would be adequate for school's needs), by the beginning of the twentieth century it was clear that the school was becoming increasingly professionalized.  In 1889 the name had been changed to the New York State Normal College, and in 1905 it began to offer baccalaureate degrees in the arts and in the sciences.  In 1909 the school moved to a spacious new campus built at the convergence of Washington and Western Avenues (now the Downtown Campus).  The name of the school was changed to the New York State College for Teachers in 1914, and in 1916 the college hired Mary Cobb, its first professionally trained librarian.  She would preside over the library for forty of the next forty-five years.  In 1933 the college moved the library from its cramped, University Libraries one-room quarters on the second floor of Draper Hall to the college's old auditorium, Hawley Hall, the first building to be solely occupied by the library.  The move didn't solve the perennial space problems that the library would continue to wrestle with during the ensuing decades, however.

The 1960s was a decade of phenomenal growth for the college and the library, and it was at this time that the college became a true university.  In 1948 it had become a part of the new State University of New York, but it wasn't until 1962, when it became the State University of New York at Albany and one of four State University Centers, that it truly began to be considered a serious research institution. Between 1960 and 1970, as student enrollment quadrupled, going from 3,300 to 13,200, and the number of academic departments grew from seventeen to fifty, the library built a strong collection (swelling from 65,000 items to 620,000) to support the burgeoning new university.  The library's staff grew at a commensurate pace.  In 1960 there were ten librarians; by 1970 there were fifty-eight. In 1962 the library staffed its new Bibliography Department with subject specialists.

The library's collections and facilities underwent a number of changes during this time of expansion.  In 1964 and 1965 a reclassification project was planned and implemented which involved converting from Dewey Decimal to Library of Congress classification, a reorganization of the card catalog, and the beginning of a machine-readable shelf-list database.  The library was designated a selective repository for U.S. government documents in 1965.  Also at this time, the expanding collection became increasingly stratified.  The library established subject collections in the areas of the physical sciences, social sciences, humanities, business, and education--all separately housed within the library.  Another separate collection was the University College Library (known as UNI), which was established to serve the needs of freshmen and sophomores.  The separate collection approach was quickly abandoned, however.  In 1970 the UNI was disbanded, and in 1972 the subject collections were integrated.  Although the subject collections didn't survive, the branch libraries did.  Two were established in 1966: one for the School of Library and Information Science and one for the Graduate School of Public Affairs.  (After numerous changes in the branch libraries, there is now one branch--the Dewey Graduate Library for Public Affairs and Policy, located in Hawley Hall on the Downtown Campus--which serves the original two schools along with the School of Criminal Justice, and the School of Social Welfare.)

Space continued to be a problem even though the library had acquired additional buildings in the 1960s to accommodate some of the collection and staff.  It came as a great relief, then, when in the late 1960s most of the university moved to the new uptown campus.  The library began to make the move to the new campus in 1966, and an official dedication ceremony was held in 1968.  The library's space problem persisted, however, and a plan to relieve it by adding 165,000 square feet of space by 1974 was never realized because of fiscal constraints.

During the latter half of the 1960s, librarians throughout the State University system began to lobby for full faculty status on par with the teaching faculty.  Although they never attained true parity with those professionals, in 1968 SUNY librarians were rewarded for their efforts when they achieved faculty status with promotion, recognized professional service, and the ranks of Assistant Librarian, Associate Librarian, and Librarian.  A fourth rank, Senior Assistant Librarian, was created in 1977.

Firmly established as a research institution, the University Libraries continued to make impressive strides during the 1970s and 1980s, particularly in the areas of computerization, online information retrieval, and networking.  An automated circulation system built upon the machine-readable shelf-list (called Library Circulation System and later Library Control System [LCS]) was started in 1972, and in 1984 the libraries implemented an integrated public access catalog and circulation system designed by the GEAC corporation called Gemini.  In 1974 the University Libraries began to use the cataloging of the Online Computer Library Center (OCLC).  It became a member of the Center for Research Libraries (CRL) in 1973, the Association of Research Libraries (ARL) in 1975, and the Research Libraries Group (RLG) in 1984.

The 1990s is proving to be another time of change for the University Libraries, as it tries to keep pace with  rapidly evolving information technologies.  A new GEAC system, Advance, replaced Gemini in 1994, and the university looks forward to the completion of a new library annex designed to accommodate digital-based information systems.

Prior to the late 1960s the title Librarian was used by the head of the libraries and the term Library was used to designate the facility.  In the late 1960s the terms Director and Libraries came into use but they were used along with the older terms until the beginning of the 1970s when the use of Director and Libraries became firmly established.  The following is a list of Librarians and Directors, whose terms coincided with the years covered by the records, along with the dates they began their term:  Mary Cobb, 1916; Alice Hastings, 1956; Jonathan Ashton (Interim), 1970; circa James Schmidt, 1972; John Farley (Acting), 1979; Joseph Z. The records of the Office of the Director are comprised of a variety of documents, including correspondence, meeting minutes and agendas, reports, surveys, financial records, published articles, newsletters, grant applications, manuals, and vendors' promotional materials.  The records were generated and collected as the director monitored and participated in the activities of the libraries' units, committees, and advisory groups; interacted with agents outside of the libraries; and reported to administrative superiors.  The records begin in 1916, the year the library got its first professionally trained librarian, but the bulk of the collection dates from after 1962, when the school became the State University of New York at Albany and the resources began to be made available to dramatically expand staffing and collections.  The earliest records (prior to 1950) are mostly statistical and financial reports and can be found in Series 2: Director's Subject Files, 1916-91.  Records of a more narrative nature pre-dating 1962 can be found in Series 1: Director's Correspondence Files, 1950-79.  Both the correspondence files and the subject files contain general subject records, and there is a great deal of similarity between the types of materials found in both series.  Prior to 1972 the records were basically all kept together in general subject and correspondence files.  (The exception to this is the budget files [series 10], which begin in 1958.)  Many records from 1972 on were kept separately by topic, however, and so series have been established for the following: annual reports of the University Libraries and its divisions (Series 3 and 4); divisions and departments of the University Libraries (Series 5); committees, task forces, and advisory groups of the University Libraries (Series 6); the Association of Research Libraries (ARL) and the Research Libraries Group (RLG) (Series 7); library space planning (Series 8); and grants (Series 9).  The 1972 cutoff date is not a rigid demarcation point, however, because after that date some of the files pertaining to specific topics remained with the general files while others of the same topic were kept together in a separate series.  There is, therefore, a great deal of overlap between the records kept separately by topic after 1972, and the general correspondence and subject files from the same period.

Series 1: Director's Correspondence Files, 1950-1979.  2 cubic ft.

Organized into two subseries: Subseries 1, Director's Chronological Correspondence Files, 1971-76, 0.5 foot, arranged chronologically, and Subseries 2, Director's Subject Correspondence Files, 1950-79, 1.5 cubic feet, arranged alphabetically and chronologically thereunder.

Subseries 1: Director's Chronological Correspondence Files, 1971-1976

Contains copies of outgoing memoranda and letters on a variety of library-related topics.  Correspondents include the libraries' staff, members of advisory councils and committees, library affiliates, university deans, and administrators such as the Vice President for Academic Affairs and the University at Albany President.

Subseries 2: Director's Subject Correspondence Files, 1950-1979

Contains much of the same type of outgoing documents as Subseries 1, but Subseries 2 also includes replies from the correspondents and supporting documents such as reports, statistics, publication lists, bibliographies, and promotional materials.  The files include correspondence with academic schools and departments (1964-81) discussing library policy, collection development in specific subject areas, assistance with research, and surveys of collections.  The series has correspondence relating to materials donated to the libraries (filed under "Gifts" [1965-70]) containing information on appraisals, inventories, restrictions, and the processing of the collections.  (For later donations see "Gifts" [1970-90] in Series 2: Director's Subject Files, 1916-91.)  Also included are the following: correspondence with the Vice President for Academic Affairs (1966-78) keeping the administrator apprised of activities and seeking authorization on hiring and procedural matters; correspondence with the University at Albany President's office (1963-77) relating to issues such as acquisition policies, library space, and student complaints; and correspondence and promotional materials from vendors of library materials and services.  The bulk of this subseries dates from the mid-1960s to the mid-1970s.

Series 2: Director's Subject Files, 1916-1991.  27 cubic ft. Arranged alphabetically and chronologically thereunder.

This series contains memoranda, correspondence, reports, survey materials, proposals, financial statements, meeting agendas and minutes, grant applications, manuals, vendors' promotional materials, articles, and other materials relating to the activities of the University Libraries.  The bulk of the series dates from the mid-1960s to the late 1980s.  Subjects include:  collection development policies,  the implementation and updating of the libraries' online catalog, and personnel issues such as promotion, salary grades, and job descriptions.  Also covered are the expansion of the libraries' facilities (under "Building" [1966-76]), grants (1939-70, 1974), and the libraries' budget (1966-75).  (Later materials relating to library expansion, grants, and the budget were maintained separately and can be found in Series 8: Director's Library Space Planning Files, 1972-89; Series 9: Director's Grant Files, 1972-91; and Series 10: Director's Budget Files, 1958-91) There are materials relating to a variety of committees and advisory groups, including those comprised of library personnel.  (Later materials pertaining to committees and advisory groups comprised of University Libraries personnel were maintained separately and can be found in Series 6: Committees, Task Forces, and Advisory Groups of the University Libraries, 1972-93.)

These include the Documents Committee (1968-70) and the Task Force Committee (1967-68), both of which worked on cataloging methods and other issues pertaining to access to the collections.  The memoranda and minutes of another group comprised of library personnel, the Director's Council (1967-79) (which later became the Director's Administrative Advisory Group and the Director's Administrative Group, whose files can be found in Series 6: Committees, Task Forces, and Advisory Groups of the University Libraries, 1972-93.) are also included.  Committees and groups that involved the libraries and the director but also included individuals from outside of the libraries are also represented.  These include the Friends of the Library (Libraries) (1968-69, 1982-86) and the SUNY Council of Head Librarians (1953-87).  Also found are the memoranda, agendas, and minutes of the Library Council (1975-88), a body within the SUNYA University Senate.  (The director is an ex officio member of both the SUNYA University Senate and the Library Council.)  Correspondence with divisional and departmental personnel is also found in the series.  (Later divisional and departmental material was maintained separately and can be found in Series 5: Divisions and Departments of the University Libraries, 1972-93.)  The most extensive of this relates to the bibliographers (1960-80), the files pertaining to whom include correspondence, meeting minutes, and reports.  There are materials in the series that were generated in dealings with individuals and groups representing the State University system as a whole--an example of which is the correspondence and other materials relating to the United University Professions (UUP) (1974-78), the union and collective bargaining representative of the libraries' professional employees.  Also included is correspondence and other materials relating to donations of materials and funds to the libraries ("Gifts", 1970-90).  (For earlier gift materials see Series 1: Director's Correspondence Files, 1950-79.)  There are items relating to several cooperative networks that the libraries participated in, including correspondence, annual reports, and informational releases pertaining to the Online Computer Library Center (OCLC) (1968-86) and the Center for Research Libraries (CRL) (1973-87), and memoranda concerning participation in the New York State Interlibrary Loan program (1968-84).  Data about other State University system libraries can be found under "SUNY Central: Library Data Report" (1977-88).  The series also contains three and five year plans and updates covering the years 1977-93.  The plans were used by the University Libraries to outline projects, set goals, establish priorities, review accomplishments, and discuss anticipated funding.  Of particular interest in this series is the statistical material dating from before the college became the State University of New York at Albany in 1962.  Filed under "Statistics" (FY 1929/30-FY 1955/56), for example, is a wealth of data on matters such as library accounts, personnel, circulation, salaries, collection use, library attendance, federal aid, and the topics of reference questions.  Similar older statistical material and other data can be found under "Questionnaires" (1938-87), "Annual Financial Report to the American Library Association and the Federal Security Agency" (1920-52), "Annual Reports of the College Library" (1933-45), and (for the oldest material found in the collection) "New York State College for Teachers--Annual Library Reports to the State Education Department" (1916-48).

Series 3: Annual Reports of the University Libraries, 1973-1988.  0.75 cubic ft. Arranged chronologically.

This series contains the annual reports of the University Libraries (FY 1972/73-FY 1987/88).  The reports were distributed to the libraries' staff, the University at Albany community, university administrators, and other New York State University personnel.  Designed to depict the overall accomplishments of the libraries, the reports contain a brief overview of the libraries as a whole and have sections devoted to the activities of the libraries' individual units.  There are listings of the publications and professional activities of the libraries' personnel as well as data on a variety of library matters such as circulation, staffing, collection size, and workload.  Beginning with FY 1980/81 each of the reports in this series have a section devoted to the libraries' budget, including a review of the previous fiscal year and projections for the future.  Some of the folders of the series (particularly between the years FY 1973/74-FY 1978/79) contain divisional and departmental reports along with the University Libraries' reports.  There is no report included in the folder for FY 1975/76, and there were no Annual Reports issued at all for FY 1978/79 or FY 1979/80.  The folders for those years contain divisional and departmental reports.

Series 4: Annual Reports of the University Libraries' Divisions, 1980-1988.  0.75 cubic foot. Arranged chronologically and alphabetically thereunder.

This series is mainly comprised of annual reports of the University Libraries' divisions (FY 1979/80-FY 1987/88) that were collected by the Associate Director of the University Libraries.  The reports were used as a means by which the divisions could state goals and objectives for the future and check progress against previously set goals and objectives.  Narrative and statistical information is provided on previous budget matters, budget projections, and workload.  Also included in the reports are listings of the professional activities of staff, including publications, presentations, awards, and university service.  A few of the folders in the series contain only drafts and materials used to produce reports, but not the reports themselves.  Several of the folders for Planning and Operational Support and Planning and Resource Development contain reports for some of the departments of the division along with the divisional report; others contain only departmental reports and none for the division as a whole.

Series 5: Divisions and Departments of the University Libraries, 1972-1993.  2.5 cubic feet. Arranged alphabetically and chronologically thereunder.

This series contains memoranda, correspondence, reports, and minutes relating to the University Libraries' divisions and the departments within those divisions.  Some of the materials are correspondence and memoranda sent to keep the director apprised of the libraries' units interactions with each other or with outside agents.  Other correspondence and memoranda were created as the unit directly reported to the director and as the director administered and advised the unit on matters of procedure and policy.  Topics covered in the correspondence and memoranda include: proposals for the implementation and funding of new procedures, the purchase of new equipment, the concerns of library users, hours of operation, the use of library space, problems with facilities and equipment, and procedures and policies regarding staffing.  There is a good deal of memoranda relating to the graduate branch library (under "Graduate Library for Public Affairs and Policy (GLPP)" [1978-87] and "Dewey Graduate Library" [1987-93]).  Also included in this series are monthly reports from the graduate library (GLPP [1982-88] and Dewey [1988-89]) and the Technical Services Division (1979-80), each of which contains a brief narrative overview of activities and data on workload and collections.  Also included are meeting minutes of the faculty of the Reference Services Division (1984-88) and the Technical Services Division unit heads (1981-87).

Series 6: Committees, Task Forces, and Advisory Groups of the University Libraries, 1972-1993.  4 cubic ft. Arranged alphabetically.

This series contains memoranda, correspondence, reports, and meeting agendas and minutes relating to the activities of committees, task forces, and advisory groups comprised of University Libraries personnel.  (For earlier materials of this nature, which were kept with the subject files, and for materials pertaining to committees, task forces, and advisory groups that included non-University Libraries personnel see Series 2: Director's Subject Files, 1916-91.)  Some of the material in the series pertains to the Library Faculty and its committees and task forces.  The Library Faculty is composed of all members of the academic and professional staff of the libraries; its committees and task forces make recommendations both to the Library Faculty as a whole and to the Director of the University Libraries, who is the Chief Officer of the Library Faculty.  The series contains material from the standing committees of the Library Faculty, although it is not comprehensive.  Of this, the steering committee material is the most extensive and is comprised mostly of meeting minutes covering the years 1974-91.  The personnel committee material (which contains only scattered agendas, minutes, reports and correspondence, 1979-86) and the nominations and elections committee files (comprised of routine memoranda, 1975-87) are far less comprehensive.  The professional activities committee is not represented at all.  Also included in the series is material from ad hoc committees and task forces that were either established by the Library Faculty or were appointed by the director.  The committees and task forces dealt with a variety of subjects, including the online catalog (1986-93), the quality of library life (1982-83), the millionth volume celebration (1981-86), membership in the Research Libraries Group (RLG) ("Alternative Catalog Committee", 1980) and signs and sign policy (1976, 1980-81).  The files vary in content, with each containing one or a combination of the following: memoranda relating to the creation of the committee; agendas, minutes, correspondence, and other materials relating to the work of the committee; a detailed final report.  In addition to the standing and ad hoc committees, the series contains materials relating to director's advisory groups comprised of library personnel.  These include: agendas and minutes of the Collection Development Advisory Committee (1982-86, 1990-91); an extensive set of agendas and minutes of the Director's Administrative Group (1986-89) and its antecedent, the Director's Administrative Advisory Group (1980-85) (material from the precursor to those two groups, the Director's Council [1967-79], can be found in Series 2: Director's Subject Files, 1916-91), and an extensive set of agendas and minutes of the Library Policy Group (1989-91).

Series 7: Director's Association of Research Libraries (ARL) and Research Libraries Group (RLG) Files, 1973-1991.  4 cubic ft.

This series contains materials relating to the Association of Research Libraries (ARL) (joined in 1975), and the Research Libraries Group (RLG) (joined in 1984).  The bulk of the series dates from 1979-91.This series contains materials relating to the Association of Research Libraries (ARL) (joined in 1975), and the Research Libraries Group (RLG) (joined in 1984).  The bulk of the series dates from 1979-91.

Organized into two subseries: Subseries 1, Director's ARL Files, 1973-89, and Director's RLG files, 1976-91, 2.5 cubic feet, both of which are arranged alphabetically and chronologically thereunder.

Subseries 1: Director's ARL Files, 1973-1989. 0.5 cubic foot. Arranged alphabetically and chronologically thereunder.

This subseries is comprised mostly of material relating to ARL's board of directors' meetings and its general membership meetings.  The subseries contains ARL Board of Director's Meeting minutes (1980-89), which outline the planning process, the budget, ongoing projects, committee and task force reports, pricing policies, staffing issues, and legislative interests.  Supporting materials, such as membership lists and itemized budget information, are sometimes included with the minutes.  The subseries also contains membership meeting materials (1980-89) sent to the director prior to upcoming meetings.  These include correspondence, programs, and background materials relating to issues to be discussed and acted upon at the meetings.

Subseries 2, Director's RLG Files, 1976-1991.2.5 cubic feet.Arranged alphabetically and chronologically thereunder.

This subseries contains materials pertaining to RLG's Board of Governors meetings and to the libraries' decision to join RLG.  The Board of Governors meeting material (1984-91) was sent to the director prior to each meeting.  It contains minutes from the previous meeting, the upcoming agenda, and background information on items to be discussed and acted upon at the meeting.  There is internal and external correspondence about the meetings.  The subseries also contains correspondence; reports; rate schedules; comparisons of OCLC and RLIN; and RLG- produced reports, newsletters, pamphlets, and policy documents.  Most of this material relates to the libraries' decision-making process regarding joining RLG and can be found under "Background" (1979-83), "Correspondence" (1976-88), "Informational Releases" (1979-81), and "Membership" (1980-82).  (See Series 6: Committees, Task Forces, and Advisory Groups of the University Libraries, 1972- 93 for the evaluations and recommendations of the Alternative Catalog Committee about joining RLG [1980].)

Series 8: Director's Library Space Planning Files, 1972-1995. 1.3 cubic ft. Arranged alphabetically.

This series contains memoranda, reports, surveys, project manuals, and architectural drawings relating to the libraries' space limitations, renovations, and personnel relocation.

Series 9: Director's Grant Files, 1972-1991. 2 cubic feet.

This series contains memoranda, grant proposals, and grant applications pertaining to the following funding sources: federal agencies such as the National Endowment for the Humanities (NEH), the National Science Foundation (NSF), and the U.S. Department of Education; New York State sources like the New York State Education Department, the Documentary Heritage Program (DHP), and the New York State Council on the Arts (NYSCA); funding received as a member of the Capital District Library Association (CDLC); and the University at Albany's Faculty Research Awards Program.

Series 10: Director's Budget Files, 1958-1991. 2.5 cubic feet.

This series contains the University Libraries' preliminary and final budget requests.  Also included are tables of library accounts, expenditure summaries and projections, and memoranda and other materials pertaining to matters such as library staffing allocations, Online Computer Library Center (OCLC) charges, and Income Fund Reimbursable (IFR) Accounts.
