A picture of Vincent O’Leary (to the right of the woman in the center), Acting President from 1977–1978 and President from 1978–July 31, 1990 with a group of people which includes: Theodore Fossieck, Alan V. Iselin, and Michael McNulty McNulty was a member of the U.S. House of Representative from New York, 1989- (23rd District 1989-93, 21st District 1993- ). During O’Leary’s administrations, the institution was named State University of New York at Albany from August 1962–fall 1986 and the University at Albany, SUNY starting in the fall of 1986 and continuing. There are crop marks on all sides of the photograph. In the bottom margin is written '69%' and in the right margin is written an uppercase letter 'E.' A portrait of Samuel S. Stratton, 1916-1990. Stratton  was mayor of Schenectady, N.Y. from 1956 to 1959 and was a U.S. Representative from New York from 1959 to 1989 (32nd District 1959-63, 35th District 1963-71, 29th District 1971-73, 28th District 1973-83, 23rd District 1983-89). Molinari served in the U.S. House of Representatives from 1990 until 1997 (14th District, 1990-93; and 13th District, 1993-97). She resigned in 1997. Hall, a well-known activist and former leader of the musical group Orleans, was an upset winner in the 19th Congressional District in a race that garnered national attention. Months of hard work by CSEA activists produced Election Day success for most CSEA-supported candidates across the state. All of the union's statewide candidates, including Governor-elect Eliot Spitzer and United States Senator Hillary Clinton, scored impressive victories. Following the war he served for a dozen years as lead counsel for the CSEA from the law firm of DeGraff, Foy & Holt-Harris, until his untimely death in 1960 from complications due to his war injuries.  The CSEA established a scholarship fund in his memory at the time of his death to provide college tuition help for Kelly’s five children.  The John J. Kelly Scholarship Fund continues to provide assistance to the children of CSEA members who have lost a parent. For the 77th consecutive year delegates elected by the membership to help determine the present and future course of their union participated in the democratic process known as the CSEA Annual Delegates Meeting. More than 1,200 delegates attended. Delegates rejected a proposed dues increase; approved several changes in the unions constitution and by-laws; approved the affiliation of CSEA's Retirees Division with AFSCME and reaffirmed overall union policy. Double windows were installed at the building after a long fight by CSEA activists to improve the health and safety of workers who were moved to the building which was contaminated during the September 11, 2001 attacks on the World Trade Center.
